Is the 5 GB of free iCloud data per device or per account?

I have an iPad and a MacBook. I have never signed up specifically for iCloud services nor purposely have sent files to iCloud. Files are automatically sent to iCloud when I download them on the iPad. Is iCloud an automatic part of having an Apple device with no choice but to accept it?

My goal is to not pay for iCloud data space since I do not purposely use it, but files get sent to the iCloud folder as I download them without my consent. My questions are:

  1. Is there a way to turn off iCloud permanently?
  2. Does each device have 5 GB free data storage or is the 5 GB for a single Apple account?
  3. If file downloads are automatically sent to iCloud (can't turn it off) will it warn me if 5 GBs is about to be exceded?

iPad, iPadOS 18

Files are not sent to iCloud unless the option(s) are turned on. See information in Set up iCloud on all your devices - Apple Support

The free 5GB of iCloud storage is per Apple Account, not per device. If you use all of the storage there is a warning; you will not be upgraded to paid storage without your approval.
