That won’t be possible. Your iPhone 5s no longer receives the latest iOS software updates and cannot be updated past iOS 12.5.7. You will need to buy a newer iPhone to run iOS 16, or ideally the latest iOS 18.
You do not update an iPhone 5s to iOS 16.3 – because you can't.
The iPhone 5s is incapable of running iOS 13 or above. For that iPhone, iOS 12 is the end of the line. The latest release of iOS 12 is iOS 12.5.7, so if you're running that now, there aren't even any more bug fix updates for you.
