Yes, that is complete and total SCAM.

1. iCloud is not used for purchases, and Apple would never use it as such in a communication.
2. No such thing as "Apple Pay Pre-Authorization"
3. Apple has no way to know any purchase would be suspicious.
4. The grammar is terrible, and Apple would never allow such a terribly written e-mail.
5. Apple will never threaten to not reverse the charge,
6. etc...

Do not call the number, and do not believe it.

Any charges through Apple Pay, would immediately appear in your Wallet app and on your payment method's statement.

Yes. That exact same message (and amount) has going around for at least a month. Do not call the number or respond in any way. All that would do is let the crooks know they have a live address/phone number.

Delete and ignore.
