Why can’t I save my Live Photo as a video
I have the iPhone 16 and the iOS is up to date, but I don’t seem to have the option to save my Live Photo as a video (I don’t have the photo on loop, exposure, etc. ). Why is that?

I'm not sure what you mean my "save." If you mean that you want to export your picture to your Files app, then did you use Share>Export Unmodified Original? When I do that, I get a movie and a jpg.
