iPhone 16 Pro Max not responding at setup

my new phone was in today and I switched it on trying to connect my my iCloud account through my old phone 11 pro max and the new iPhone 16 pro max requested for 18.3 then I selected continue so after several restart the phone shows hello but not allowing me to key in my passcode, if I swipe the home button up then it comes back.
