User busy note when receiving a call and goes straight to voicemail
When someone calls me, it says user busy and goes straight to voicemail.

Do you have a Focus in place? If so, turn off the Focus or add the caller to your breakthrough list. If this issue is still occurring, you should contact your carrier.
