i can not change my country in app store

Review this Support Article and explain in detail what is not working and what you have done?

• Are you currently in your new region?
• Have you cleared your Apple Account?
• Have you cancelled all subscriptions so they will not renew and called Apple to remove them before the expiration date. Cancelling only prevents them from renewing and they will remain active until that date.
• To use the App Store in the new region, have you added a payment method from a bank that resides in that region.
