Photos app showing videos as taken 1 hour earlier in date at top

I took a bunch of photos and videos today on vacation. When looking through them in the Photos app on my iPhone 16 (iOS 18.3) I noticed the videos were out of sequence - they were showing up exactly 1 hour earlier in the photo sequence than when they were taken and the timestamp at the top of the video was showing the 1 hour earlier time. . The photos were correct. When I look at the info section of the video the timestamp is correct - 1 hour later than the time at the top of the video - so the timestamp on the info section does not match the time shown at the top of the same video.. Is this a bug? Sure looks like it..

Pics and vids were taken within minutes of each other. The timestamp at the top of the vid is 1 hour earlier than the (correct) timestamp of the same vid in the info section.

i just tried it again - took a 1 sec vid - timestamp on the top of the vid in Photos app says it was taken 1 hour ago. Pics work fine. Same issue on my iPad Pro M4.

After a bit more checking it seems the issue only showed up yesterday as I drove into Petra, Jordan. It was ok earlier in the day. I updated to 18.3 last night but the issue was there on 18.2 yesterday. Seems like there might be an issue with the Petra area that’s causing it?
