How can I take 48mp photos with my iPhone 14 Pro?

I want to take a picture with 48m pixel with my iphone 14 pro. In settings it’s set to “ProRaw 48 max up to 48mp”, the text says long press the camera to maximise resolution, BUT when I hold the button (long press) it takes a video.

I can only take pics up to 25mb, which looks

like 12mp. Help please

Nobody from Apple looks here except a few Moderators keeping order (like removing sensitive personal information).

My phone is a different model (16 Pro Max). The Settings app on my phone says "48 MP can be captured on the Fusion camera at 1x or Ultra Wide camera at 0.5x. Night mode, flash, and macro photos will always be saved at 12 MP. Live Photos can be saved at 12 or 24 MP."

I just took two photos in HEIF Max. One of my bright screen came out at 48 MP. One of my nearby desk items (much less well lit) was 12 MP; I suppose it used night mode.
