Icloud issues when deleting files

I have 2 devices syncing at the moment. One an iphone and two a windows 10 machine. The problems I am experiencing is that


Issue 1) when it seems to generating a load of empty folders that are versions of other folders elsewhere. For instance, empty folders like (1) 2(1) Trash, (1) 2(2)Trash, ... etc are generated in the root folder. When I go to delete them, it seems to spawn more empty folders with newer more complex versions. It seems as though that some aspect of the sync is not respecting my decision to delete a folder or there is no task to tidy up empty folders. Seems like there is a horrendous bug somewhere. Ghost folders everywhere.


Issue 2) I deleted a load of images on windows and a day later they all came back.


Is there a master version of the sync somewhere? Are the steps I can take to get the sync back in order if something has gone wrong? Is there a bug somewhere in the windows program for instance?
