Tethering iPhone 13 to iPhone 5s for data abroad

I am travelling abroad soon and intend to buy a local sim and put it into an old iphone 5s. can i tether my iphone 13 to the old phone and use its data?

i want to keep my existing sim phone number in the 13 for WhatsApp contacts and easier browsing.
