Can I get a gift card from India but I am in Namibia

No, at least not from Apple directly. Apple will not ship outside of the country of purchase. Whether you could find a reseller that would ship to Namibia I don't know, but that would open you to a significant risk of being scammed. Most importantly, a gift card purchased in India would be valid only in India's Apple Store, App Store or iTunes Store.
