Here are some general instructions:

Use passkeys to sign in to websites and apps on iPhone - Apple Support

As noted, the process can vary by website. The most recent one I set up had me log in using my username and passcode and then scan a QR code. Setting up the passkey in Passwords was pretty much automatic after that.
