Wondering if your iOS and iPadOS are up-to-date, and whether updating may help:

(Note: Apple Intelligence is turned on by default with this update, unless you have it turned off in earlier OS.)
NB: It is always wise to back-up your devices before updating OS

If OS versions are already up-to-date
(or if you prefer not to: try restarting your devices instead:

If you still need help after updating or restarting devices:
Check both devices are (1) using the same wi-fi network,
(2) both are signed into the same Apple Account on the device, and
(3) both devices are signed into the same Apple ID in iCloud

Re: I can not make a call from my iPad,
Check if Wif-Fi Calling is turned on : Settings > Phone > Wi-Fi Calling
Check if you are "allowing" calls in Settings > Phone > Calls on Other Devices
On Pad, in Settings > FaceTime turn on “Calls from iPhone”.

Share content in Messages on iPad - Apple Support
Eg: says:

Sorry I don't know whether or not there is a size limit (Mb / Gb) for attaching videos in Messages.
(Eg: You can share short videos, or paste a link to a video on YouTube ok.)
