iPhone turns on while charging

If I were to guess, their iPhone is powered off, but when they plug it in to charge, it turns on. Which is exactly what it is supposed to do.

You’re probably correct; and, if you think about it, charging is managed by software, so the phone needs to be on for the charging to work.

You can plug it in BEFORE connecting it to charge, then turn it off, however, if you do that it will not be totally off.

Yes. I don't understand why some users think it helps to charge an iPhone which is powered off? There is no benefit, in fact, it presents disadvantages.
