im not in America but my App Store wont let me update TikTok

If your phone's region is still set to the U.S., you will not be able to download TikTok. TikTok is unavailable in the U.S. App Store.

Pay attention to the section in the link IdrisSeabright provided. If you change your region, you'll also need to have a payment method tied to that region.
