Ever since early December my mac stopped syncing the photos from my phone. I have troubleshooted with online recommendations. and cant get them to sync anymore. My mac is an Mac OS Monterey, its currently up to date at version 12.7.6, and doesn't have any other available updates at this time. my phone is an iPhone 13, and is running iOS 18.1.1 looking for any advice please.

I'd do a forced restart of the phone:
Force restart iPhone - Apple Support
Then plug the phone in (maybe with the port, not MagSafe,) have it on and locked, and leave it alone for several hours, maybe over night a couple of times, and see if things get better.
The phone will avoid syncing to save the battery, and it won't sync when it thinks your work on it might be slowed-- hence, plug it in and leave it alone…
Perhaps instead of "all of my settings " you should tell us just what you did. For reference, see this:

Did you verify that the account that you're using on your iPhone is the same one that you are using on your Mac?
People use "sync" in different ways. How do you sync your Mac? Do you use iCloud Photos? If so, do you see all your iPhone pictures at iCloud.com? What does you mac say about syncing at the bottom
of the Library view on your Mac?

How are you synching - iCloud or via Finder?
So I am syncing with the iCloud, but now that I logged into iCloud.com I see the photos on the cloud match that of my Mac. So for some reason my phone isn’t updating to the cloud even though all of my settings appear to be on to share to the cloud, and I haven’t made any changes to my phone or my Mac. So I don’t know what happened that all of the sudden it doesn’t sync.
Yes I did, I verified all the things the internet is telling me to do, update, restart, sync to iCloud is on, same Apple ID etc. I’m at a loss
