How do I reset my Apple Account balance to change region/country?

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.

After you do that, then review the document here for anything else that may need to be done such as:

• Cancel subscriptions and wait for them to expire. Cancelling just prevents them from being renewed and will remain active until the expiration date. If you want to remove them immediately, Apple can do that for you as well.
• You may need to add a payment method from your new region if you want to use the App Store.
