If the photos were deleted, they cannot be recovered unless they were backed up to some other service or a computer directly. I'm going to guess they weren't backed up anywhere, so no, you can't get what doesn't exist any more.
No one, not even Apple can provide you your uncles password. You'll have to get that from him. We can't help you.
