Re: "My hearing aids come up individually on accessibility pairing, not together as one.
I am therefore only able to pair one device only."
Am no expert in this area, yet your post to the community deserves some response.
Seems each hearing-aid may have an individual serial number ? or some other difference separating them.

Some possible solutions you might want to try:
✽ Check the Settings to make sure your hearing aids are listed correctly, and are available there, for connection.
Check: Settings > Accessibility > Hearing Devices controls.
✽ Turn Bluetooth off, wait a few seconds, and turn bluetooth back on.
✽ Restart iPhone to re-establish the connection. (If needed: See how to: Restart your iPhone - Apple Support )
Wondering if your Hearing Aids are a "Made for iPhone" (Mfi) compatible version.
Apple provides a list you can check (link below): They are listed by manufacturer (brand) name, and then model.

Re: "My provider is not answering me."
✽ You may find the best advice or support comes via the Hearing Aids manufacturer's website.
( Eg: Phonak, Oticon, Signia )
Seems many have an extensive "support" or "help" website section, or at least Q. and A. ... and will often provide contact options there. Or: There may be an app to download.
✽ Check for a possible hearing-aid firmware update, or, if you use an app, an app update.
✽ A hearing-aid manual for that model may provide assistance.
✽ Your hearing specialist may be able to help:
✽ If you wish: You can contact Apple's Accessibility support team:

All the best :-)
