How can I fully recover my Apple ID I got in limited because it’s asking for a code to unlock a screen on a phone I don’t have and then it asks for recovery code from recovery contact that isn’t available anymore at all so it’s forcing me to delete my iCloud which defeats the purpose of my whole recovery for my Apple ID if I’m going to lose all my data

Are you able to see, add or change your trusted phone numbers ?
✽ On your iPhone, iPad or iPod touch:
Go to Settings > your name > Password & Security. Next to Trusted Phone Number, tap Edit.
Else, if you haven't tried it already:
✽ This is where you may be able to log-in to your account on the web: https://account.apple.com/
As your account information is not up-to-date:
✽ See if you can get a code sent to your Apple Account email address instead of to the phone number,,
eg: you may get an option to tap "didn't get a verification code" and then there are some options..
or
✽ You can also get a code from any trusted device or computer you have listed in your Apple Account.
