Are you able to see, add or change your trusted phone numbers ?
✽ On your iPhone, iPad or iPod touch:
Go to Settings > your name > Password & Security. Next to Trusted Phone Number, tap Edit.
Else, if you haven't tried it already:
✽ This is where you may be able to log-in to your account on the web: https://account.apple.com/
As your account information is not up-to-date:
✽ See if you can get a code sent to your Apple Account email address instead of to the phone number,,
eg: you may get an option to tap "didn't get a verification code" and then there are some options..
or
✽ You can also get a code from any trusted device or computer you have listed in your Apple Account.

Eg: says:
If you can’t sign in, reset your password, or receive verification codes,
