Go to System Settings > Privacy & Security. Scroll down to the Security area. Change Allow applications from to "App Store & Known Developers"

It is. But if someone is asking, then they've likely turned it off. Then they follow those old internet instructions on how to turn it back on and they don't work anymore.

I'm not sure what, if anything, this side of the command does.
The disable command doesn't disable anything. It only enables the "Anywhere" option in System Setting. Then the internet freaks out because there is another step required to run their pirated software.
But there is no command required to change it from "Anywhere" back to a safe option.
They could have just told people how to remove the quarantine attributes instead. Then they could run their pirate software and keep Gatekeeper enabled. But that's not how the internet works. We must also strike a blow against Apple on the side of user freedom and malware.
Just to add, the command sudo spctl --master-enable works in the Terminal with Sequoia 15.3.
