agree to terms button will not highlight

i am installing Big Sur on older airbook. at the agree to terms page the AGREE button will not highlight. c ant move forward. I have scrolled thru both A & B terms.

MacBook Air 11″, OS X 10.10

You cannot be logged into your AppleID or iCloud during macOS setup until after you agree to the Terms & Conditions. This has been an issue for several years now. Click the back button to a point before you signed into the AppleID/iCloud, then proceed without signing in.
