Siri disabled on personal Mac after macOS 15.3 upgrade

I bought a new Mac mini from Apple that is using my personal apple account. It says it can't enable Siri because, "The organization managing this Mac has turned off Siri & Dictation features". There are no MDM profiles installed and it's using my personal iCloud account. What other things could be blocking Siri? I think this happened after the 15.3 upgrade. While I don't typically use Siri the banner saying why it was disabled was not there before.

Thank- you for the hints.
i did what you suggest, and the result was unchanged. After clearing the SSD in recovery mode and reinstalling a fresh copy of sequoia, for a few moments i was able to setup Siri, and then the message would reappear.

I eventually called Support, and he asked me to:
1 Settings > General> Erase or transfer (once again)
2 after restart, do not enter your apple ID (skip for now)
3 Set Language, Keyboard, and Siri (all 3) to “US English”
4 At this point restart
5 It took a few minutes for Siri andApple intelligence to turn on ( it can take up to 24 hrs)
6 Finally i was able to enter my apple ID and Apple Intelligence was activated and e everything worked.

Good computing Alfonso ! Appreciate the feedback here

I found a fix for my 2019 MacBook Pro. I cannot say whether it would work for newer models.

Create a backup using Time Machine. Restart the MacBook Pro in Recovery: How to start up from macOS Recovery - Apple Support (prompts differ depending on model), use Recovery Disk Utility to View > Show All Devices and reformat the startup drive APFS , quit Disk Utility, and reinstall a fresh copy of Sequoia from the Apple servers from Recover menu. At the end of the installation, you'll be back in Setup Assistant; migrate data from your backup when prompted.

Again, I cannot guarantee if this works for all models.

Best of luck.

I have the same problem and the same message. The MacBook Pro M4 is only 2 days old, updated to 15.3.1

I factory reset the computer 2x. After the reset, for a few minutes I am able to activate Siri, and test it with a few commands; then it greys out after this message appears in the Apple Intelligence CP. Siri is greyed out, and I cannot sign into ChatGPT, but Apple Intelligence seems to be active.

I am going to try a restore with Apple Configurator, and after that it goes back to the Apple Store.

What am I missing?
