I updated MacOS to 15.3 last night. This morning I have Image Playground. Apple Intelligence somehow got toggled on during the update, too.
I want to delete Image Playground.
I've already turned off Apple Intelligence. It isn't able to be moved to Trash.
How can I delete Image Playground? Is there a way, besides toggling off Apple Intelligence, to completely OPT-OUT of this?

Agreed, it has been an issue for a while and the addition of this app has worsened it by a further 3.5MB. It should be noted that unlike other apps which come preinstalled, it is only installed when you enable Apple Intelligence, but cannot be unistalled when you disable it again.
It's not a major problem, but I'm sure you appreciate why this may be considered unreasonable.
You can't delete Image Playground. Feel free not to use it.
There's nothing new about not being able to remove apps that come preinstalled with macOS.

Actually, I seem to remember it being installed when I updated to Sequoia 15.1. Long before I enabled Apple AI.

Actually I don't. Not at all.
Windows often comes with unwanted bloatware. I can remove that.
Why can't I remove software on a device that I own? I know you're not Apple, but doesn't this seem like it's not right?
