cannot change payment method
when i go to “edit” my payment method the edit button is grayed out and cannot be pressed. I do believe that it is due to parental controls, but i still need to be able to change this.

Contact whoever set the parental restrictions and have them remove them.
Also, if this in relation to your Apple ID / App Store account, that has nothing to do with Apple Pay.
If you are part of a Family Sharing group, only the Family Organizer's payment method is used and only they can edit it.
