FaceTime live photos issue on iPhone

When using FaceTime, I can’t take a picture. When I can take a picture I have to be the first one. I went into FaceTime app in settings but it won’t let me turn off FaceTime Live Photos. The other person has it on. How do I get to take photos on FaceTime?
