How do I completely disable Dictation on macOS Sequoia 15.3?

I DO NOT want to use Dictation, but after the latest update macOS Sequoia 15.3, my work computer keeps asking me to enable without any option to disable it or the dialog.

The dialog only have the buttons "Not now" and "Enable", not a "No and don't ask". There isn't an off option in settings.

This is getting really annoying. Why don't companies respect their users enough to take no for an answer?

I had this problem too. I think it comes from the hilarious default keybinding to enable dictation "press control key twice". Search for "Dictation" in System Preferences and find the "Dictation" section and you can adjust the Shortcut. I searched "Keyboard shortcuts" and couldn't find it, so their settings are sadly an inconsistent mess. I set it to "press right command key twice", as I rarely use that key, but I can't seem to turn it on at all now. Which isn't a problem for me lol.
