AppleCare+ on refurbished watch

I'm considering a refurbished Apple Watch from the Apple refurbished store. It doesn't give me the option to buy AppleCare by the month. It only shows 2 years for $99.00.

If I decline AppleCare+ will I be able to purchase AppleCare+ within 60 of purchase or is this something not available on refurbished watches?
