Yes, it’s “safe”, but for an iPhone 15 it might be a little low because the 15 has been tested by Apple to remain above 80% for 1,000 full charge cycles (it was 500 cycles for older models). But it depends a lot on your usage pattern and how you manage the battery.

That sounds normal.
All rechargeable batteries will lose capacity over time. That doesn't make them unsafe.
