How to verify legitimacy of an Apple support text message?

Received phone text, supposedly from Apple. Trying to check Apple phone number 18**********51 or Billing Department: https:// support.apple.com/billing.

I believe this a attempt to get my Apple information but if this is really apple then they are trying to let me know someone is using my apple pay account.

The messages are scam attempts, presented by criminals. Do not interact with the message or the sender. For information from Apple regarding such bogus messages, please read the information at the link below.

Without seeing the actual message, it's hard to be sure, but I'd say it's >99.9% likely to be a scam text.

Apple don't usually send out texts or calls about billing. The exception being if you have an Apple Card and they send a reminder about paying off your card before the end of the month to avoid interest.

ANY other message such as those claiming your account is in arrears, or to report some 'suspicious purchase' or claiming that your account is put 'on hold' is ABSOLUTELY a scam trying to trick you.
