No option to cancel iCloud subscription on iPhone
I’ve tried to cancel iCloud on my phone but it never gives me the option to delete or cancel.

Be aware that iCloud storage plans are not included with other subscriptions. Cancel upgraded iCloud storage by downgrading to the free 5GB plan. See instructions in the following Apple article: Downgrade or cancel your iCloud+ plan - Apple Support
Also note the following excerpt from the above support article:
6 - Choose a different plan. You can choose a new storage amount or choose the free 5GB plan to cancel your iCloud+ plan. You should see a blue check next to your new plan once your downgrade or cancel is completed.
7 - Click Done. If you can't click Done, make sure that you're signed in with the same Apple Account that you use for your iCloud+ plan.
If you downgrade or cancel your iCloud+ plan, the change takes effect after your current subscription billing period ends.1
