Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.

After you clear your balance, you may also need to follow these additional steps as seen in the Support Article:

• Cancel Subscriptions
• Add Payment Method for new region to use that App Store. The region of your device must match the region of the payment method used. That is how Apple determines you are using the correct App Store.
