How do I accept terms and conditions on iPhone after updating for Apple Watch pairing?

I bought a new apple watch. Tried to pair it but it said I needed to update IOS. Updated, but it says I must accept terms and conditions before I can install. Try to accept terms and conditions and it says Cannot Complete Action. When I go to icloud, it just says it's restoring. I've tried shutting down, removing some icloud storage and nothing. I really would like to use my watch. Please help!

You also need iphone XS or later, you didn't say what you have. This inability to accept T&C is more common in iphone X and lower.

On your phone, open the Music app and sign into your Apple Account settings. If there are terms and conditions that you need to accept, they usually pop up, and most folks find that they can accept them.
