Why does Calculator+ require cellular data on iPhone 15?

I assume you mean a third party Calculator app. If that is the case, you would need to contact the developer of the app. If a calculator involves currency conversions, it may have to look up the current exchange rates.

If it’s a scientific calculator some users might want to save complex equations and solutions to iCloud. Most (all?) calculators don't have any ability to save the data.
