If you mean you don't want the have voicemail on your line and your carrier can't help, then there's nothing you can do other than change cell carriers to one which would allow you to have a line without voicemail (if any carrier does). As the others have said, voicemail is a carrier feature, not a function of your iPhone.

Voice mail is a cellular service. I suggest you contact your cellular service provider for help with this.
