Can't get emojis in Outlook mail on iMac

Control-Command-Space worked for a while, but no longer. The "Emoji & symbols" pulldown on the Edit menu does nothing. The globe key on the keypad does nothing. Any other ideas?

(I can put an emoji into a draft gmail and then copy it and paste it into an Outlook email, but that's pretty clumsy.)
