Need to add husband to family share on his iPad.
Can’t add husband to family share on his iPad. I am in it as organizer. We each have iCloud accounts

You don't add members from their own devices.
You add them from a device logged in to the Family Sharing account.
If you logged in to your account on his iPad you may have caused data to be merged, this can be irreparable.
To add a member, you invite them to the Family Sharing group and they need to accept the invitation.
See the "Invite People to Join your family" section and then the "Join Family Group" section once the invitation has been sent.
