I found my notes were resident in the cloud instead of on my phone. I never signed up to put them there and now the fact of if I stop the small subscription to iCloud, I will lose my notes is frustrating and feels like extortion.
I do not trust the cloud. Never have and my notes do not belong to Apple.
any solutions? I know I can download them as PDFs but I want them in text format and usable.

You can store notes in both iCloud and "On My iPhone" or on either location.
On an iPhone, in Settings > Apps > Notes, turn on "On My iPhone Account". Then in Notes, select the notes (or even folders) long-press them, choose Move and select the "On My iPhone" location.

After all your notes are safely transferred to the "On My iPhone" location, restart your iPhone, make sure all your notes are there. Then, make a backup of your iPhone.
Finally, if you do not want to see the iCloud location in Notes, go to Settings > [your name] > iCloud and turn off Notes. You will be prompted to confirm that the iCloud notes be deleted (even if none are left); Do so.
