All apps run in dark mode, regardless of Settings
All my apps run in the dark mode regardless Settings app > Display & Brightness > Appearance.

Maybe your phone is running with inverted video, which looks a lot like dark mode. Check out Settings app > Accessibility > Display & Text Size. Smart Invert or Classic Invert may be on. If so, switch them off. Problem solved!
