Does iPad 5th generation support fast charging?

No. It has a Lightning port rather than a USB-C port and doesn't support fast charging. Also see the following excerpt from Charge and connect with the USB-C port on your iPad - Apple Support
Charge your iPad
To charge your iPad, connect the included USB-C cable to the device's USB-C port and to a compatible power adapter. Then plug the adapter into a wall outlet.
