i purchased an iPhone with 256 worth of storage. I don’t use even 10% of this storage and it states my iCloud is full and it can’t backup my phone. Why???

That message is telling your that your iCloud storage is full, not your iPhone storage. You will either need to clear off some space on iCloud or purchase a storage increase:

Note that iCloud storage and device storage are two different things. iCloud storage can be increased while your device storage is fixed and cannot be increased. You will need to delete some of your data or upgrade your iCloud storage plan.
