What exactly are you experiencing that is not working with the Outlook app?
I am using Outlook app with a MIcrosoft 365 account on iPhone and my upgrade from iOS 18.2 to 18.3 did not cause any issues. The fact that it's affecting two different devices for you points to a potential account issue. Can you login to your Microsoft account successfully using a web browser?
I highly recommend not using Microsoft Outlook for email accounts that are not Microsoft accounts. The Outlook app is great for full compatibility with Microsoft 365 hosted accounts. However, there is a major privacy issue with using Outlook to handle email from any other account provider. The Outlook app does not behave as a typicaly email client such as the native Mail app. Instead of being a tool that allows you to interact directly with a mail server (as most email clients do), Outlook actually diverts all of your emails and stores them on Microsoft servers. This is a major privacy issue that you should avoid when you have better options.
I would suggest using the native iOS Mail, Contacts, and Calendar apps to interact with your @me.com email. Apple's apps are designed to work extremely well with all accounts that are hosted through Apple's iCloud (About your @icloud.com, @me.com, and @mac.com email addresses - Apple Support).
I'm not lecturing, but simply factually informing readers about serious privacy implications of using a specific product for a certain purpose. The majority of those asking for assistance here are not technology or security experts and therefore would not be expected to know about the privacy implications I have stated. It's never a good idea to ignore privacy and potential information disclosure issues in the software you choose and I will therefore never give advice on this community without mentioning if a product is clearly endangering someone's privacy or security.

What type of Microsoft account are you attempting to use with the Microsoft Outlook app? In other words, what is the domain name to the right of the @ symbol of your email address?
my @me email stopped syncing into the outlook app upon upgrading to iOS 18.3; Apple Mail works; I created a new app specific pw; I’ve deleted and set up new; I’ve deleted outlook app and reinstalled all new…reset to sync outlook app all to no avail. It is only the @me account with this issue.
Same issue on my iPad help! No issues on my iPhone though.
iPad has the latest iOS. My outlook email account is not updating emails & calendars in the Outlook app.
The settings are mostly jammed - no response when trying to get to mail, calendar, etc. so…
Went through the process twice of deleting the app, installing the latest from the App Store, resetting the email accounts in the App.
Both times the emails and calendars synchronized correctly and then stopped doing so.
The calendar is now empty and the emails are no longer synced.
Online, in the web version all is okay.
Any help would be appreciated!

When Outlook and the Apple email app have been syncing successfully for years, and suddenly they don’t, it’s not helpful whatsoever to lecture that Outlook shouldn’t be used.
