Assistive technology switch scanning not scanning webpage elements

I am running on an iMac OS 15.3 and set up a switch interface with two switches to set up scanning. I tried both manual and automatic and cannot seem to get the OS to start scanning the web page itself. I am able to navigate to the browser (sometimes) then select the active page and then either the access panel disappears and none of the webpage elements are in focus. I just toggle back and forth between the dock items and access panel.


I've tried a variety of web pages including a custom local html file that has aria labels and tab index as well as using Vivaldi, Chrome, and of course Safari browsers with the same behavior. I'm also having issues putting the app in focus from the access panel. Here is a video of what it looks like and I'll also try and embed it here.

I'm not sure what changed but this used to work perfectly after setting up the switches, I could then scan content in a web page. Some content might not have been accessible due to code issues but now I can't even access the page. I'm thinking there must be a security issue somewhere?


I double checked my privacy settings and the browsers are added in the accessibility section.


Any help or guidance would be most appreciated!
