iPhone SE 2016 16GB running iOS 15.8.3 storage full so I decided to delete voice memos app because it takes up heaps of storage. But after I did that, it still appears with the corrupt icon thing in the settings labelled com.Apple.VoiceMemos and most importantly still takes up the storage space. How can I get rid of that?

Hello Classicphonesyt, In Settings > General > iPhone Storage > and the apps below "Offload Unused Apps". Scrolling down and finding Voice Memos and click on it.
Confirm did you do a "Offload App" or a "Delete App" ?
If you did an "Offload App" It will remove the app to free up storage, but keep your data incase you want to use and have your data enabled upon Reinstalling the app.
It looks like that is what you did by seeing the Cloud down arrow icon between the APP icon and the file name.
If this is the case you should have the option of "Reinstall App" and "Delete App". Have you tried one of these options to get the App ICON back to normal OR using the Delete option?

Hello Classicphonesyt, Ok VPN wasn't issue. Your screen-print though tells me you're hitting the Offload App button instead of the Delete App button and the reason is I'm seeing the Cloud Down Arrow icon along with 429.2MB of data and that is why you are able to restore the app will all 429.2 MB's of data. If you live close to an Apple Store I would drop in and show them the steps you are taking. Below is my screen-shot of Voice Memos. As you can see I have normal icon because I haven't tried to Offload the Voice Memos app.
Hello Classicphonesyt, I noticed with your original post you are using a VPN. This is just a hunch, but try connecting to your Wi-Fi without the VPN connection and then try deleting your Voice Memo app to see if that deletes it completely. Reading other users post in the Apple Community I've seen VPN connections can do some strange stuff. Don't know if disabling the VPN will work, but there would be no harm in trying.
Hello Classicphonsyt, The only suggestion I have and if you still have enough storage is to try and restore the APP to the Normal Icon and then instead of Off Load do the complete Delete to remove app and all of its data.
I was able to offload the app perfectly fine but the docs and data is what took storage space so I clicked DELETE APP but then that’s how I ended up with this problem. I don’t plan to use voice memos so I want to properly delete the app from my iPhone.

Even if you could completely remove the Voice Memos app, you'd get back only 6.7mb of storage, which is truly insignificant.
Didn’t work. I reinstalled Voice Memos it appears on Home Screen again. Then go to settings and click DELETE app and it confirms etc etc, then it goes back to storage, and lo and behold the blank icon and com.apple.voicememos STILL THERE. I don’t know what to do
I’d be getting 400MB back which in a 16GB phone is very much significant.
Hi, even after disabling the VPN (yes I reinstalled the app through the App Store beforehand) I went back to settings and deleted it but this problem still there
