Quick Notes option not available in share sheet and text selection actions

In Safari when I want to add a webpage to notes (with or without selected text) the share sheet does not have the quick note option. It has the Notes option though.

Also, after selecting some text when I use the selection tools ( option-click on Mac) the quick note option is also not available.

This is the case on my iPhone, iPad and Mac.

I'm on the most recent OS version on all platforms.

Does anyone know how to enable this quick note option? Maybe via a terminal command setting?
