Can I access iCloud files offline or need to download them?
can I access my files stored in iCloud while in flight or does it have to be saved on my iPhone

You need to be connected to the Internet to access iCloud, but your iCloud Drive on your device will also have the same documents. This is accessed using the Files app and provided that you have turned on iCloud Drive syncing:
Settings > [Your Name] >iCloud > Drive > Sync this iPhone
Any changes to your files on a device while disconnected to the Internet will be synced to iCloud when it reconnects to the Internet.
