Using the Apple TV app, or using the Apple TV box, or subscribing to Apple TV+ requires an Apple Account with all the relevant user data, including full name, date of birth, country, a verified email address (respond to test message!), and a valid payment method.
Users that do not have an Apple Account yet, can create one.
Users that want to adjust some user data, can do so through the Apple Account website, if they don’t have an Apple device to manage that on.
Users that add a payment method afterwards, can do so through the Apple Account website, if they don’t have an Apple device to manage that on.
If you tried creating an Apple Account on a third party device with the Apple TV app, then you may be asked to create or activate that account on the web as a second step.
