Apple Watch SE can’t be located

My daughter has an Apple Watch SE that is connected to her iPhone, but it also has SIM. When her watch is on WiFi, or near to her phone, or even close to other iPhones, I can see her watch in Find My location. But other times, like right now, the location refuses to update. Her phone is in school with her at the moment , but she doesn’t have iPhone with her. She can call me, but her location hasn’t updated in hours and I cannot see where is she via Find My Devices. How can I get the app to refresh the location? Thank you!
