Purchased a 2015 MacBook w/ Monterey. Need to use High Sierra.
Is it fine to boot the Mac from an external 10.13 volume (cloned from another Mac), reformat the MacBook internal, then clone the external to the internal.
OR
Is formatting enough, or does 10.13 need to actually be installed

It should work, you don't even need to do anything to the internal drive, you can boot from the external drive and use it as is. If you really want to have 10.13 on the internal drive then yes you can clone or install 10.13 on it.

Not sure what you mean by that. You need to format the drive regardless of what you do. If you clone or install the OS after is not really important. You don't need to actually run the installer if you have a bootable clone if that is what you mean.

Thanks for your information. I have downgraded from 10.14 & 10.15 but never OS11 or higher.
Was not sure if installation of 10.13 was needed for 'Roms' or Firmware - as cloning would not change such.
Seems like just formatting the internal w/ 10.13 ** running from an external will take care of any Firmware needs.
Downgrading to 10.13 question?
